You can run a messaging campaign if the client doesn't have a website/landing
page. Leads will go directly to the messenger of the Facebook Page.

You can also run a lead generation campaign and make a "landing page" on
facebook.

YOU DO NEED A PRIVACY POLICY PAGE to run lead ads. So that is something you need
to host somewhere. Are you charging for professional services,? Being a FB ads
expert? If you aren't, please don't take a fee until you are actually
knowledgable and can command a fee for your work
