As a freelancer or a consultant writer, when you are in search of more projects,
you could do the following:

#1. Reach out to your LinkedIn network, sharing with them your experience, areas
of expertise, the kind of clients you are looking for.

Don't underestimate the power of LinkedIn. (Irrespective of the likes and

#2. Prepare a case study (even a 500-word pdf would do) - with how you improved
a client's business with your content.

Don't forget to add the client's testimonial.

#3. Make a list of ideal customers you would want. Research what are the
loop-holes they are facing. Reach out to them, with your inputs on how it could
be improved with your help.

Don't waste time in preparing a lengthy brief, a simple 4-5 lines of
email/message would be fine.

The 3 principles I've used here, and even personally to get more clients are -
#1. Tapping into the network. #2. Validation by other clients. #3. Helping the
to-be-customer, before asking them for work.
