Facebook divides the entire picture into a 5×5 tile grid, and if more than 10 tiles contain the text, it goes against the 20% overlay rule.
In first image, the overall text is condensed , whereas in the second one the title is longer, consuming more space.
Hence when creating ads, try to put text as condensed and cornered as possible.
Use not more than 5 to 6 tiles to stay safe for the ads.
